         Re:  Freedom of Information Act (FOIA) Request

Dear Ms. Burbank:

         Pursuant to 5 U.S.C. Section 552 (the Freedom of Information Act), I hereby submit the following public records request.

         Please furnish the undersigned with copies of the following documents:

1.  All correspondence sent to, and all correspondence received from, the Outdoor Advertising Association of America (OAAA) in connection with the interpretation of 23 U.S.C. 131 as it applies to off-premise changeable message signs.

2.  All correspondence sent to, and all correspondence received from, any state outdoor advertising association in connection with the interpretation of 23 U.S.C. 131 as it applies to off-premise changeable message signs.

3.  All documents received by Federal Highway Association which led to the interpretation set forth in the attached memorandum dated July 17, 1996 from Barbara K. Orski, Director, Office of Real Estate Services.

4.  All documents received by Federal Highway Administration from any State taking the position that certain off-premise changeable message signs are consistent with State law and do not violate the lighting provisions of their State/Federal Agreement.

5.  All documents received from the States in connection with the time intervals established by state law, rule or otherwise for off-premise changeable message signs.
